Since 2007, Amber Alert GPS has been the leading provider of communication and location tracking products and services for active families. Our unique products are designed for easy use by children and parents to support family connectivity and child safety. Our products incorporate award-winning GPS technology, 2-way mobile voice communications, smartphone apps, a secure online portal, and customized alerting.

As part of our mission to help protect children, we support the DOJ AMBER Alert Program by providing a number of states with our Law Enforcement Alerting Portal (L.E.A.P.) technology to issue AMBER Alerts at no cost.

Meet Our Team



Alan Baratz, President & CEO

Dr. Baratz is responsible for all strategic and operational aspects of the company. Before that he was Senior Vice President and President of Global Communications Solutions at Avaya, with responsibility for the full lifecycle of the company’s Intelligent Communications products. Dr. Baratz is also an angel investor and technology business and product strategy consultant.

Baratz was previously Senior Vice President of the Network Software and Systems Technology Group at Cisco, where he led software strategy, innovation, development and delivery. Prior to that he held leadership positions at established industry leaders, information technology startups and private equity firms. As the first president of the Software Products and Platforms (JavaSoft) division at Sun Microsystems, he led the growth and adoption of the Java platform from its infancy to a robust platform supporting mission-critical applications in nearly 80 percent of the Fortune 1000 companies. He also held executive positions at IBM; was CEO and President of Versata, Inc., Zaplet Inc., and NeoPath Networks; and served as Managing Director at E.M. Warburg, Pincus & Co.

Dr. Baratz holds a PhD and Master's Degree in Computer Science from the Massachusetts Institute of Technology and a BS in Mathematics and Computer Science from the University of California, Los Angeles.

Mary Anne Keegan, CMO

Mary Anne is a senior marketing executive with an extensive knowledge in B2C and B2B marketing, corporate communications, brand management and sales. She has worked with global companies including Xerox and First Data and several early-stage companies, including BillGuard, where in less than 12 months she spearheaded and coined a new industry term ‘grey charges’, which is now used by major publications, blogs and TV broadcasts. Mary Anne joined BillGuard from Early Warning Services, where she was an officer of the company and its Chief Marketing and Sales Officer. During her tenure, the company received over 30 national and global awards for marketing and media production.

Mary Anne has been quoted in leading publications including USA Today, Entrepreneur Magazine, and Transaction World. She has published many marketing briefs and is a co-author of the book “Inside the Minds: Creating an Effective Marketing Message“, published by Thomson Reuters. She is the founder of Etch Advisors, a boutique advisory firm helping early-stage companies with their marketing and sales strategies. Mary Anne has worked in New York City, San Francisco, Montreal, Rochester and Miami. She is a graduate of McGill University with a double major in marketing and information systems.

Julia Howard, VP Operations

Julia has a wealth of experience in management and technology. She was the second person on the team and was instrumental in designing the features and functionality of the Amber Alert GPS product and safety portal. She helped launch the Amber Alert GPS safety wearable and took the product retail with AT&T, Best Buy and Sears. She was an integral part of the acquisition of AmberAlert.com, which provides the technology platform known as LEAP (Law Enforcement Alerting Portal) for issuance of AMBER Alerts for ten US States. Prior to Amber Alert GPS, Julia was part of the original management team for a start-up technology company called CONNECTronix. She was the fifth employee hired and assisted in growing the company to 42 employees before it was acquired. The mother of 4 beautiful children, she is the ultimate soccer mom. Julia attended Utah State University majoring in Communications.

Tim Grubb, VP Engineering

Tim has spent much of his career working with remote and distributed computing services and technology companies along with wide ranging multimedia development.

Prior to joining Alert GPS, he was CTO with Studio One Media, creating remote audition booths distributed in malls throughout the US and used by known brands like Simon Cowell's XFactor, shows by Mark Burdett and MTV.

As an entrepreneur Tim was a founder of the award winning KnowledgeBox product acquired by Pearson Education, where he held a variety of positions including Vice President of Pearson Digital Learning, Senior Director of Architecture and Senior Director of Special Projects. Under his leadership his team developed the first ever digital textbook to be formally adopted through the textbook adoption process. Currently millions of students in the US, UK and Singapore use educational and edutainment products created by Tim's teams.
